Teacher Rascal is one of teachers in Urara school of magic. He teaches the Banana section class (Chacha's class). This guy always carries his two whips with him (even while teaching). Actually he really doesn't use it to punish the students. I've still have no idea why he carries such a thing with him. That's just Rascal for you!
Rascal is a very caring teacher towards his students. Usually when Chacha and her friends face trouble (eg. demon or monster) while in the class's fieldtrip, Rascal is always defending his students He's even ready to sacrifice his life just for the sake of his students.
Rascal actually has a secret admirer whom he has met since he was a baby. Throughout his life as a primary school student to a university student, she was always in the same learning institution as he is (even now). It was Maya. Currently she teaches the section Orange class in the same school as Rascal was teaching. Since the time both of them were babies, Maya likes to bully him. Maya finally told Rascal about her feeling towards him in the series.
